2272 VETOES.
HOUSE BILL 901
AN ACT to repeal and re-enact, with amendments, Section
86 of the Code of Montgomery County (1939 Edition), being
Article 16 of the Code of Public Local Laws of Maryland,
title "Montgomery County", sub-title "Chevy Chase", sub-
heading "Chevy Chase—Section 2" and amendment thereto.
This bill will be vetoed because it is fully covered by House
Bill No. 667.
PENSIONS
HOUSE BILL 814
AN ACT to authorize the Board of Trustees of the State
Employees Retirement System to pay an annual pension
not exceeding $1,250.00 to Douglas P. LeFevre upon his re-
tirement, and to request the Governor to include an amount
sufficient to pay such pension in the Budget Bill or Supple-
mentary Appropriation Bill.
This bill authorizes the Board of Trustees of the State Em-
ployees Retirement System to pay to Douglas P. LeFevre an
annual pension not exceeding $1,250.00. The Board recom-
mends the disapproval of the bill, and no budgetary provision
has been made for any payment under its provisions.
The bill is a special act upon a matter as to which there
is a general law, and under Section 33 of Article 3 of the
Constitution is therefore objectionable.
For the above reasons the bill will be vetoed.

HOUSE BILL 26
AN ACT to repeal Concurrent Oyster Laws for the Potomac
River, as found in Article 72 of the Annotated Code of

title "Potomac", and as found in Section 8 of Chapter 929
of the Acts of 1945, title "Oysters and Clams", sub-title
"Concurrent Laws on the Potomac River", and to enact in
lieu thereof a new section, to be known as Section 8 of said
Article 72, providing for concurrent laws on the Potomac
River as to the taking or catching of fish, oysters or crabs,
providing the penalties for violation of such laws and pro-
viding for a proceeding in rem for the condemnation and
forfeiture by the Maryland Courts of boats or vessels and
their gear and cargo, if used or participating in the viola-
tion of certain of said laws.
