authorize the levy of a tax upon real estate rentals in Mont-
gomery County.
About ten days before the end of the session of the Gen-
eral Assembly, this bill was introduced and it then provided
for the trial and punishment of adults who cause any condi-
tion bringing a child within the jurisdiction of the Juvenile
Court. In its amended form it was passed during the last
two days of the session, without an opportunity for those
who would be taxed to be heard.
Since the adjournment of the General Assembly there has
been a storm of protest against both the procedure followed,
and the provisions of the bill upon the ground that they are
discriminatory. Many veterans and their representatives have
requested that the tax provided by this bill be not approved
at this time, because of their inability to buy or build homes
of their own.
For these reasons, the bill will be vetoed.
HOUSE BILL 867
A X ACT to repeal Sections T, U, V, W, X, Y, Z, II, J J, KK,
LL, MM, NN of Section 2, Chapter 992 of the Laws of Mary-
land, 1943, as amended insofar as such sections may be
applicable to Montgomery County.
This bill repeals 13 sections of Chapter 992 of the Acts of
1943 which relate to the "Maryland-Washington Regional
District" located in Prince George's and Montgomery Coun-
ties, insofar as such sections may be applicable to Montgom-
ery County. These sections provide:
(1) For the establishing of the Board of Zoning Appeals
for Montgomery County, to set out the rules and regulations
pertaining thereto and the functions and duties of such Board;
(2) For the issuance of building permits for Montgomery
County;
(3) For the appointment of building inspectors and assist-
ants for Montgomery County;
(4) For the duties of building inspectors for said county;
Co) For safety regulations relating to public buildings in
said county.
House Bill 860 would have placed these duties and func-
tions under the Board of County Commissioners for Mont-
gomery County. However, this bill failed of passage and if
House Bill 867 is signed, the provisions of the law referred
to above will be repealed leaving Montgomery County without
the statutory authority these sections cover.
For these reasons, the bill will be vetoed.
