taxing powers to meet its legitimate expenses, as provided
in the next annual Ordinance of Estimates. However, should
the need be demonstrated after actual experience with the
revenues from the tax bills passed at the recent session of
the General Assembly, I shall not hesitate to call a special
session, as was done in November, 1945, to give the govern-
ment of Baltimore City such appropriate authority as may
be required. In the meantime I. intend to discuss the situa-
tion with Mayor D'Alesandro, with a view to the appoint-
ment of a committee to canvass the situation, and to deter-
mine, in the event that additional revenues are needed, a
proper City tax program which will not be an obstacle to the
State. I am vetoing both bills.

BALTIMORE COUNTY

HOUSE BILL 404

AN ACT to repeal Sub-section (a) of Section 32 of Article
39 of the Annotated Code of Maryland (1939 Edition),
title "Fish and Fisheries", sub-title "Further Regulations
in County Waters", and to repeal and re-enact, with amend-
ments, Sub-sections (c), (d) and (e) of said Section 32
relating to fishing in Baltimore County with rod, hook and
line.

The purpose of this bill was to amend Sub-sections (c), (d)
and (e) of Section 32 of Article 39, to permit rod, hook and
line fishing in Dundee Creek, Gunpowder River and Bird
River, all in Baltimore County, during the wildfowl season.
Quite naturally this bill was strenuously opposed by the duck
hunters, as ducks will not decoy when fishermen are sitting
in a boat alongside the decoys.

Amendments were proposed to close the above named
waters to fishing on weekdays when duck hunting is allowed,
but an examination of the bill shows that the amendments
will have no effect on Sub-sections (d) and (e) of the bill,
which indicates that hook and line fishermen on Gunpowder
and Bird Rivers would be permitted to fish in those rivers
during the wildfowl season with the result that the duck
hunters sport would be ruined. This result was not contem-
plated by the author of the bill and he agrees that it should
be vetoed. I am, therefore, vetoing the bill.

Public Local Laws of Maryland (1930 Edition), title "Bal-
