NO. 12.
(House Joint Resolution 14)

Requesting the State Planning Commission to make a study
of streets and roads used for marketing farm products and
present marketing facilities.

WHEREAS, studies have been made from time to time as to
the inadequacy of the present marketing facilities in Balti-
more City; and

WHEREAS, it seems desirable to have a further re-examina-
tion of this question, together with the study of the streets
and roads leading to said marketing facilities; now there-
fore be it

Resolved, by the General Assembly of Maryland, That the
State Planning Commission be and it is hereby requested to
make a complete and comprehensive study of the streets and
roads over which farm products are brought to the present
marketing facilities in Baltimore City, the origin of said
farm products and the marketing facilities themselves; and
be it further

Resolved, That the said Commission be and it is hereby
requested to submit its report and recommendations, to-
gether with any proposed legislation, to the Governor, the
Mayor and City Council of Baltimore and the Legislative
Council on or before October 1, 1948.

(House Joint Resolution 15)

House Joint Resolution, memorializing Congress to take favor-
able action on Senate Joint Resolution No. 74 and Senate
Bill No. 649.

WHEREAS, in those provisions of the Internal Revenue Code
relating to the imposition of the income tax, reference is
made to the laws of the states to determine the income of
any person who is married; and

WHEREAS, in those states which have community property
laws only one-half of the income of a married person is taxed
