2220 JOINT RESOLUTIONS.
Be it resolved by the General Assembly of Maryland, That
the Congress of the United States be urged to take favorable
action on the Resolution presently pending to institute and
finance a program of cancer research; and
Be it further resolved, That copies of this Resolution he
transmitted by the Secretary of State to Senator Claude A.
Pepper, the sponsor of the Senate Resolution, the President
Pro-Tern of the Senate of the United States, the Speaker of
the House of Representatives and the members of both Houses
representing the people of Maryland.

(Senate Joint Resolution 1)
A Joint Resolution requesting the Congress of the United
States to return to the individual states the power to levy
and control funds for the administrative expenses of the
several Unemployment Compensation systems.
Whereas, the Federal Unemployment Compensation Laws
tax each employer of eight or more persons by an amount
equal to three tenths of one per cent, of his or its payroll,
up to $3,000. per employee, said monies being collected by
the Federal government and returned to the individual
states as needed to defray the administrative expenses of
the Unemployment Compensation Board in each state; and
Whereas, the amount of the tax so collected has been
greatly in excess of the amount necessary for administrative
expenses of the Unemployment Compensation systems, the
excess collections by the end of fiscal 1945 having been more
than $700,000,000. in the country as a whole and more than
$7,500,000. in the State of Maryland alone; and
Whereas, some of such excess funds in the past have been
used to defray general operating expenses of the Federal
government, thus being expended for a purpose entirely uncon-
nected with their levy and collection, although since 1945 these
monies have been accounted for under the provisions of the
George Bill, which by its terms expires on July 1,1947; and
Whereas, there is a wide variation among the fifty-one
jurisdictions having Unemployment Compensation systems,
