tional equipment or apparatus for the said Fire Depart-
ment, the Board of County Commissioners of Montgomery
County shall forthwith borrow the funds necessary to finance
the said construction and/or acquisition and shall evidence
the said borrowing by the issue and sale, upon its full faith
and credit, of its negotiable, serial maturity coupon bonds,
provided that the said bonds shall be issued and sold within
the limitations, conditions and restrictions contained in this
Act.
335F. Said certificate shall set forth generally the amount
proposed to be expended on the said new Fire Department
building, the total amount proposed to be expended on fire
fighting equipment and apparatus and the balance, if any,
available for contingencies, maintenance, operation and up-
keep of the said Fire Department and the property thereof.
Said certificate shall clearly state, also, that all necessary
Federal priorities or preference ratings, if any such be
required, have been obtained for any critical materials or
equipment to be used in the construction of the said Fire
Department building or for any of the apparatus or equip-
ment to be acquired, and the said Fire Board shall state
in said certificate its opinion as to whether said critical
materials, equipment, or apparatus are obtainable under
existing conditions. At the conclusion of said certificate the
said Fire Board shall certify that the Upper Montgomery
County Volunteer Fire Department, Inc., is ready to pro-
ceed with the program and shall request the Board of County
Commissioners of Montgomery County to make available to
the said Upper Montgomery County Volunteer Fire Depart-
ment, Inc., a sum of money, not exceeding in any event the
sum of Thirty-Five Thousand Dollars ($35,000) in order to
assist the said Upper Montgomery County Volunteer Fire
Department, Inc., to carry out the said program in whole
or in part.
335G. Upon receipt of said certificate and upon finding
the same to be in compliance with the requirements of this
section, the Board of County Commissioners of Montgomery
County shall proceed forthwith, by resolution, to provide for
the borrowing of the necessary funds and the evidencing of
the said borrowing by the issue and sale of the coupon bonds
of the County.
335H. Said bonds may be issued and sold at public or
private sale, and without referendum, in the discretion of
the Board of County Commissioners of Montgomery County,
and the issue thereof is hereby specifically exempted from
