said new section to be known as Section 22A and to
follow immediately after Section 22 of said Article,
conferring certain additional powers upon the County
Commissioners of Wicomico County relative to the con-
struction of dams or spillway over certain waters.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 23
of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Wicomico County", sub-title "County Com-
missioners", said new section to be known as Section 22A,
to follow immediately after Section 22 of said Article,
and to read as follows:

22A. In addition to the powers heretofore expressly
conferred upon the County Commissioners of Wicomico
County by Public Local Laws and by Public General Laws,
they shall have the following expressed powers:

To construct or authorize the construction of any dam
and/or spillway at any place along or across any body
of water, including navigable waters, lying wholly within
Wicomico County or separating Wicomico County from
any adjoining County.

SEC. 2. And be it further enacted, That any and all
Public Local Laws or Public General Laws now in force
which are inconsistent, in whole or in part, with any of
the provisions of this Act, be and they are hereby repealed
to the extent of such inconsistency.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and
safety, and being passed upon by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
