been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sections
15 and 15A of Article 78B of the Annotated Code of Mary-
land (1943 Supplement), title "Racing Commission", as
said Section 15 and 15A were amended by Chapter 3 of the
Acts of 1946, Extraordinary Session, relating to the dispo-
sition and amount of breakage on one-half mile tracks.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 15 and 15A of Article 78B of the Anno-
tated Code of Maryland (1943 Supplement), title "Racing
Commission", as said Sections 15 and 15A were amended
by Chapter 3 of the Acts of 1946, Extraordinary Session, be
and they are hereby repealed and re-enacted, with amend-
ments, to read as follows:
15. In addition to all fees, premiums, taxes or other pay-
ments required by law, each licensee under the provisions of
the preceding section shall pay to the Racing Commission for
the use of the State, within five days after the close of the last
meeting held during the year 1947 and during each calendar
year thereafter, an annual tax at the rate of 1% on the first
$500,000 of money wagered on all races conducted by it dur-
ing each such year, 2% on all money wagered over $500,000
and not over $1,000,00 on all such races conducted by it during
each such year and 4% on all money wagered over and above
the sum of $1,000,000 on all races conducted by it during each
year and shall pay one-half (1/2) of the breakage computed to
ten cents (10c) to the Comptroller for the use of the Maryland
State Fair Board, which shall be used by said Board as it
deems necessary for premiums at the tracks where such break-
age was collected and the remainder used for the general pur-
poses of said Board. The payment of said tax shall be accom-
panied by a statement of the licensee, or his duly authorized
agent, under oath, showing the amount of money wagered
each day during the preceding meeting. The Commission shall
