be held on the second Monday of January each year at
8 o'clock, P. M., at such place in said Bowling Green Village
as may be designated after reasonable notice, and at which
meeting at least twenty-five such voters shall constitute a
quorum for the purposes hereunder, to levy and cause to be
collected from the property, owners at the time of the county
tax levy for the year 1948 and each succeeding year, within
said described area of Bowling Green as named or created
by this Act, amounts to be fixed by them at not less than
Twenty Cents (20c) nor more than Fifty Cents (50c) on each
One Hundred Dollars ($ 100.00) worth of the assessable real
property in the said Village of Bowling Green, Allegany
County, to be collected as all other county taxes in said coun-
ty are collected; to be paid over by said Board of County
Commissioners to the Treasurer of Bowling Green Village,
who shall be selected from among said Bowling Green Board
of Managers by a majority of the members of the Board of
Managers elected as hereinafter provided, or by their succes-
sors to be selected as herein provided. Upon said Treasurer
having been duly selected by said Board of. Managers he shall
give bond to said Board of County Commissioners, to be ap-
proved by the Judge of the Circuit Court of Allegany County
in a penal sum to be fixed by said Judge, conditioned upon
the faithful discharge of the duties of the said Treasurer.
All funds shall be used by said Board of Managers directly
or through said Board of Managers exclusively for lighting
the streets, roads, alleys, sidewalks, parking, drainage, sewer-
age, sanitation and other village maintenance and improve-
ments, clerical and other public service, for furnishing police
and fire protection and public service, including the removal
of ashes, garbage, and other refuse, and disposal thereof.

SEC. 4. And be it further enacted, That at said meeting
of said voters of said Bowling Green to be held on the second
Monday of January of each year upon a reasonable notice
being given, there shall be elected the Bowling Green Village
Board of Managers, which shall consist of nine (9) resident
owners of property in said Village, each of whom shall qualify
on the first Monday of February thereafter as a member of
the Board of Managers by taking an oath to diligently and
faithfully discharge all duties of the office, and they shall
constitute such Bowling Green Board of Managers for the
ensuing one (1) year. In case any such persons so elected
as members of the Board of Managers shall fail to qualify
on the date named, or in case of any vacancy through death,
resignation or otherwise, the remaining members of the Board
of Managers shall fill such vacancy by the appointment of a
resident owner of property in said Village, over twenty-one
