CHAPTER 852.
(House Bill 781)

An Act to create a special tax area or district to be known
as the Village of Bowling; Green, in Allegany County, Mary-
land, as hereinafter described: to provide for the govern-
ment thereof, and to provide for the submission of this
question to the qualified voters of said Village for approval
or rejection; and to provide for the incorporation, election
and succession of the governing body of said Village, to be
known as the Bowling Green Board of Managers, who shall
appoint a treasurer'and other necessary officers, and which
shall have the power, subject to the approval of the Board
of County Commissioners, to adopt regulations for the good
government, public health, safety and morals of said Vil-
lage; also empowering said Board of Managers, subject to
the approval of said Board of County Commissioners, to
assess the cost of certain special improvements for sewer-
age facilities against the property abutting on streets,
lanes and sidewalks for certain improvements computed on
the street frontage of the respective properties on each side
of the several streets, avenues and roads of Bowling Green
Village; the collection of such assessments and the dis-
bursement thereof for the benefit of the residents of said
Bowling Green Village; to adopt regulations with respect
to garbage, sanitation, erection of buildings, tearing up of
streets, speed regulations, care of property, removal of
snow and ice and police and health regulations; to provide
penalties for the violation thereof; to authorize said Board
of Managers to borrow money and otherwise contract in-
debtedness and obligate said Village in amounts not ex-
ceeding three per cent (3%) of the assessed valuation of
the real property within it.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That for the purpose of this Act the Village of Bowl-
ing Green, in Allegany County, Maryland, shall constitute a
special tax area or district.

SEC. 2. And be it further enacted, That the boundaries of
said Village of Bowling Green shall be the folloAving de-
scribed land located in Election District No. 6 in Allegany
County, Maryland:

Beginning for the same at a concrete monument standing
on the East side of McMullen Highway at the foot of Dingle
Hill, it being a corner on the City Line of Cumberland, Mary-
