CHAPTER 136.
(House Bill 126)

AN ACT to repeal and re-enact, with amendments, Section
64A of Article 56 of the Annotated Code of Maryland
(1943 Supplement), title "Licenses", sub-title "Traders",
relating to traders' licenses, issued to persons with de-
fective vision.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 64A of Article 56 of the Annotated Code
of Maryland (1943- Supplement), title ''Licenses", sub-title
"Traders", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

6'4A. If an applicant for a traders' license to sell, barter,
or otherwise dispose of any and all kinds of goods, wares
or merchandise other than any alcoholic beverage shall pro-
duce a signed certificate from a registered physician who
specializes in the treatment of the eye, to the effect that said
applicant has a defect in his vision which leaves the applicant
with a visual acuity not to exceed 20/140 in the better
eye with correcting lenses; or visual acuity greater than
20/140 but with a limitation in the fields of vision such
that the widest diameter of the visual field subtends an angle
no greater than 20 degrees; and if said applicant shall also
make affidavit, duly acknowledged, that he is the bona fide
proprietor of the establishment or place of business described
in the application, then said clerk shall demand and receive
the sum of Six Dollars ($6.00), and no more, before granting
the license applied for. The Maryland Workshop for the
Blind may likewise secure a trader's license for such an
establishment or place of business of which it is the owner,
upon its making an affidavit to such fact, and if any person
who is to act as manager thereof has a vision of less than the
standard above specified. Notwithstanding anything to the
contrary in the Public General or Public Local Laws of Mary-
land, such licensee shall not, during the term of such license,
be required to obtain any additional license or to pay any
additional license fee for the privilege of selling any goods,
wares or merchandise other than alcoholic beverages. No
license issued under the provisions of this section shall be
transferable, except that the Maryland Workshop for the
Blind may from time to time change the manager in any such
establishment or place of business owned or operated by it,
placing therein a new manager with a vision less than the
standard above specified. Any person, including any regis-
tered physician, who shall violate, or who shall conspire to
