which, shall include the operation and direction of games
sports, arts and crafts, hobby shops, music, drama, dancing,
nursery play, and such other physical, social, mental, and
creative opportunities for leisure-time participation as the
Board shall deem advisable to offer in major recreation cen-
ters, playfields, athletic fields, playgrounds, tennis courts,
baseball diamonds, swimming pools, golf courses, community
centers, and social centers in publicly owned lands and build-
ings or other facilities made available to the Board for such
purposes by the County Commissioners, the Board of Educa-
tion, the Maryland-National Capital Park and Planning Com-
mission, or any other agency having jurisdiction over such
facilities or any municipality or other political subdivision
within the Recreation District.

The respective facilities suitable for recreational use owned
by the public, the County Commissioners, the Board of Educa-
tion, and the Park and Planning Commission or any other
agency, municipality, or other political subdivision within
the Recreation District shall, by agreement between the re-
spective agencies having control of such facilities, be made
available to the Board for the purposes of this Act, provided
that nothing contained in this Act shall be construed as af-
fecting any rights of ownership, use, lease, or future lease of
any facility owned or under the jurisdiction of any agency
mentioned in this Act.

The Board is further authorized to equip, develop, operate,
and maintain, and issue permits for use of, any of the facil-
ities made available to it, provided that in park or other lands
under the jurisdiction of the Maryland-National Capital
Park and Planning Commission such equipment, development,
operation, maintenance, and issuance of permits shall be in
accordance with the Commission's plan and subject to its ap-
proval.

959. The Board shall prepare and submit to the County
Commissioners an annual budget, itemizing the appropria-
tions necessary for the performance of its functions and duties
under this Act, including appropriations necessary for equip-
ment, operation, and maintenance of facilities under its super-
vision and in the operation of its recreational program.

The Board of County Commissioners of Prince George's
County is hereby authorized to issue general obligation bonds
of said County in amounts not exceeding Sixty Thousand Dol-
lars ($60,000.000) annually for three successive fiscal years,
beginning with the year in which the Recreation Board is es-
tablished, funds derived therefrom to be used for capital im-
provements in the development of playgrounds, playfields,
