fore the third Monday of October in each year, the total
amount of assessed property, real and personal, subject to
taxation by the said Commissioners of Grasonville on the first
Monday of October preceding said third Monday of October.

SEC. 23. And be it further enacted, That the Commissioners
of Grasonville, a municipal corporation of Queen Anne's
County, created by and existing under the laws of the State
of Maryland, is hereby empowered and authorized to erect,
own and maintain within its corporate limits a public hall or
building wherein the officers of said corporation can hold the
municipal elections and meetings, transact the business of
said corporation, receive the municipal taxes, and wherein
fire apparatus can be kept, and to contain, in addition to the
rooms required for the above or other municipal purposes, a
large hall or assembly room, suitable for the holding of pub-
lic assemblies, lectures, plays or other entertainments.

SEC. 24. And be it further enacted, That said municipal
corporation is hereby authorized and empowered to pass such
ordinances as may be necessary for the purposes of this Act
and for the management and protection of said public hall
or building and the use of the same.

SEC. 25. And be it further enacted, That before this charter
becomes effective the Commissioners of Grasonville shall sub-
mit it in its entirety for ratification to the qualified voters
of said town at the first annual election, the date of which
is provided for in this Act. Notice of said election shall be
given by publication in county newspapers, printed and pub-
lished in Queen Anne's County at least two weeks before said
election. The ballots shall be prepared by the Commissioners
of Grasonville and shall have printed on them a condensed
form of the contents of the charter.

The words "For Ratification of Charter" with a blank square
opposite the right of said words, and immedaitely thereunder
shall be the following words: "Against Ratification of Char-
ter" with a blank square opposite the right of said words.
And the voter shall indicate his choice by making a cross (x)
in one of said blank squares. And the acting Commissioners
of Grasonville shall appoint the necessary officers to conduct
the election.

If two-thirds of the votes cast upon said question shall be
"For Ratification of Charter", then this charter shall be of
full force and effect, but if a sufficient number of voters cast
their votes "Against Ratification of Charter" to make the
majority "For Ratification of Charter" less than two-thirds
majority then this charter shall be void and of no effect.
