ence over any new claims in the order of payment. The
County Commissioners of the several counties are hereby au-
thorized to expend any funds in excess of one thousand
dollars ($1,000) remaining in the hands of the Treasurer
or the tax collecting officer after the payment of the
claims as aforesaid, for any public purpose which, in
their judgment, may seem right and proper, and are
further empowered, whenever in their judgment it may be-
come necessary to do so, to enter into a contract or agree-
ment with such persons, association of persons or corpora-
tions as they may deem suitable, for the removal, care and
disposition of unlicensed dogs, or licensed dogs which may
create a menace to the safety and security of the residents
of said counties, on such terms and conditions and for
such compensation as may be agreed to by the said
County Commissioners and such persons, association of
persons or corporations.
326. (a) It shall be the duty of the Sheriffs of the several
counties, or any deputy authorized by him, to enforce the
provisions of this sub-title. Such sheriffs and their duly
authorized deputies shall have power to issue a summons to
any person violating any provision of this sub-title.
(b) The County Commissioners of the several counties are
authorized and directed to reimburse the said sheriffs for
their actual expenses in enforcing the provisions of this sub-
title, including the payment of the salary of any special
deputy appointed for that purpose.
(c) The County Commissioners of the several counties are
authorized and empowered to pay such additional compen-
sation to the County Treasurer, or to the tax collecting officer
as they may deem necessary or advisable to compensate him
or them for the additional duties imposed by this Act.
(d) The County Commissioners of the several Counties
shall have power in their discretion to make from time to
time all necessary rules and regulations for the sale of dog
licenses, the keeping of records of such licenses, and the
convenient and effective enforcement of the provisions of
this sub-title. They are hereby authorized and empowered
to delegate by written contract the enforcement and adminis-
tration of the provisions of this Act to any organization,
association of persons, or municipal corporations in tlieir
Counties; provided, however, that in any such contract, the
County Commissioners shall reserve unto themselves a right
of cancellation thereof, such cancellation to be without pre-
