subsequently entered government service or an essential war
industry, must be submitted prior to September 1, 1947. In
no case shall a license be issued unless the applicant can
show that he will use the licensed nets within a reasonable
time after issuance of said license. The applicant shall not
be licensed to fish a greater number of nets than he actually
fished during the last year in which he engaged in taking fish
for commercial purposes. In no case shall the number of
nets licensed by any licensee exceed the average number of
nets or the average length of nets for which licenses were issued
in 1942 in the particular class for which a license is sought.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 743.
(House Bill 410)

AN ACT to repeal and re-enact, with amendments, Section 57
of Article 77 of the Annotated Code of Maryland (1939
Edition), title "Public Education", sub-title "Chapter 4.
County Board of Education", providing for an annual report
to be submitted by the County Boards of Education of
Allegany, Garrett and Montgomery Counties and the pub-
lication of same.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 57 of Article 77 of the Annotated Code of
Maryland (1939 Edition), title "Public Education", sub-title
"Chapter 4. County Board of Education", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

57. Each county board of education shall hereafter provide
for at least an annual audit of its business and financial
transactions and of the accounts of its treasurer by an ac-
countant or accountants approved by the State Superintendent
of Schools, and the results of this audit shall be made public
by the county board of education. Provided, that the county
boards of education of Allegany, Garrett and Montgomery
Counties shall also submit to the Boards of County Commis-
sioners of their respective counties within thirty (30) days
after the close of its fiscal year each year an annual report
containing the following information: (1) a statement show-
ing the source, and application of all funds received and ex-
