to his right of examination under the provisions of this Act,
or falsely mark, grade, estimate or report upon the examina-
tion or standing of any person examined hereunder, or aid
in so doing, or furnish to any person except in answer to
inquiries of the State Employment Commissioner, any spe-
cial information for the purpose of either improving or in-
juring the rating of any such person for appointment or em-
ployment. No applicant shall deceive the said Commission
or the State Employment Commissioner for the purpose of
improving his chances or prospects for appointment. No
person about to be appointed to any classified position shall
sign or execute a resignation dated or undated in advance of
such appointment. Any such resignation shall be of no effect.

SEC. 15. And be it further enacted, That the State Employ-
ment Commissioner is hereby authorized and directed to carry
out all of the duties required of him under this Act but the
State Employment System shall not otherwise be considered
in force or applicable to said Washington Suburban Sanitary
Commission

SEC. 16. And be it further enacted, That for the purpose
of defraying the expenses of administering this Act, the said
Commission shall be empowered to employ such personnel
and to make such expenditures as is necessary to carry out
the purposes of this Act and shall reimburse the treasury
of the State of Maryland for such reasonable costs which may
be incurred by the Office of the State Employment Commis-
sioner in carrying out its functions under this Act.

SEC. 17. And be it further enacted, That any person who
violates any of the provisions of this Act shall be guilty of
a misdemeanor and shall, on conviction thereof, be punished
by fine of not less than $50 and not more than $500.

SEC. 18. And be it further enacted, That if any word,
phrase, clause, sentence, or other part or parts of this Act
shall be held unconstitutional, such unconstitutionality shall
not affect the validity of the remaining parts of this Act or
of all other sections thereof.

SEC. 19. And be it further enacted, That all Acts or parts
of Acts or laws and parts of laws inconsistent herewith or
contrary thereto be and the same are hereby repealed to the
extent of such inconsistency.

SEC. 20. And be it further enacted, That this Act shall
take effect June 1, 1947.
