notice to the owners of the land abutting said improvements,
the entire costs thereof, including incidental costs, together
with the costs of streets and public alleys intersections; pro-
vided, however, that when property fronts and abuts on two
or more streets where such improvements are made or are
about to be made, the abutting front feet along the side or
sides of said property (the term "sides of said property" used
in connection herewith shall mean the two longest sides of
said property) shall be computed for the purpose of assess-
ment hereunder as one-half of the total front feet on the side
or sides of the property abutting on the street or streets im-
proved, and the cost of improvements thus exempted shall
be included in the assessments to be made against the
remaining abutting property in the project, which assess-
ment for sidewalks, curbs, gutters, roadbed, and street
improvements, or for all or any, shall be a lien upon
such abutting property and shall be payable all cash or
in 20 equal installments, one installment to be paid every six
months from the date of said assessment, together with in-
terest not to exceed the rate of six (6%) per cent per annum
and the owner of the property assessed or anyone in his behalf
shall at any time have the right to anticipate the payment of
part or all installments of the assessment not then due, to-
gether with interest accrued. Any assessment or part thereof
remaining due and unpaid for more than one year shall be
enforced as a tax in the same manner as taxes due the Town
of S'pringdale are enforced, as now provided by law. The
Commissioners shall have the power to make all necessary
regulations to carry out the objects and puropses of this sec-
tion and the Commissioners shall have full power to adjust
assessments against particular properties made pursuant to
this section where it is proved to the satisfaction of said Com-
missioners that the assessment is, or the proposed assessment
would be, unjust and inequitable, anything in this section to
the contrary notwithstanding; provided, however, that before
the Commissioners shall make any adjustments of assessments
hereunder, at least five-sevenths of the Commissioners shall
cast affirmative votes for such adjustments which shall be
recorded in the minutes.

(b) To effectuate the improvements that are provided for in
this section, the Commissioners of the Town of Springdale
are hereby authorized and empowered to borrow from time to
time on the credit of the Town a sum or sums of money not
to exceed at any time an amount equal to three per cent (3%)
of the assessed valuation of all real property within said Town,
and to issue, renew, or reissue notes or certificates of indebted-
ness therefor, which shall be payable within not to exceed ten
