County shall certify to said County Treasurer a statement of
all taxes due the Town of Springdale and the payment of said
taxes shall be enforced in accordance with the provisions of
Code of Public General Laws of Maryland relating to tax sales
generally, as provided by Chapter 761 of the Laws of Mary-
land of 1943; codified in the 1943 Supplement to the Anno-
tated Code of Maryland as Sections 72 and 90V, inclusive, of
Article 81 of said Code. The payment of said taxes may be
enforced in any other manner now provided by law. Taxes on
personal property shall be collected as is now provided by law
for the collection of such taxes due Prince George's County.

(e) The fiscal year of said Town shall be the calendar year.

SEC. 17. And be it further enacted, That three-fourths of
all the road and bridge taxes assessed and collected under
State and County authority upon property within the limits
of the Town of Springdale or of payments in lieu thereof
shall be paid by the County Treasurer of Prince George's
County to the Town of Springdale and shall be expended by
the Commissioners for roads, bridges, walks, drainage, and
other municipal improvements within the corporate limits.

SEC. 18. And be it further enacted, That those parts of the
several county roads within the limits of the said Town and
all roads, streets, avenues, or alleys which now are or shall
hereafter be shown on any legally recorded plat or addition to
the legally platted part of said Town as public highways and
accepted by the Commissioners as such, are hereby made and
declared to be public streets, avenues, and alleys of said Town.
The Commissioners shall have authority to lay out, open,
extend, and make new streets or alleys, and to alter, straighten,
widen, grade, improve, or close, in whole or in part, any exist-
ing street or alley, as the public interest may require.

SEC. 19. And be it further enacted, That the Commissioners
shall cause to be constructed in parts of the Town as they may
determine to be necessary for the public benefit and future
interest of the abutting property owners, provided, however,
that at least 51% of said property owners representing at
least 51% of the front footage affected, petition said Commis-
sioners for said construction, and otherwise as provided in
Section 20 hereof, sidewalks, curbs, gutters, and streets, in-
cluding the grading of said streets, and drainage facilities in
the Town of Springdale, the streets and sidewalks including
curbs to be of such width as may be determined by the Com-
missioners and of a width sufficient for the needs of said
streets; and the Commissioners shall assess at any time as the
said Commissioners shall deem proper and after 10 days'
