of the said Commissioner, after reasonable length of employ-
ment in the detective service, may be found not qualified to
satisfactorily discharge the duties of a detective; and when
so transferred and returned, such member shall only be en-
titled to receive the pay of the grade in the uniform force
to which he may be transferred and returned.
SEC. 2. The Examining Authority, as the term is used
in this Act, shall be the City Service Commission, whether
a majority of the qualified voters in the City of Baltimore,
at the municipal election to be held in said City on the
Tuesday after the first Monday in May, 1947, shall vote
to have the Police Commissioner of said City appointed by
the Mayor or continue to be appointed by the Governor.
SEC. 3. And be it further enacted, That this Act shall take
effect June 1. 1947.

AN ACT to add a new section to Article 43 of the Annotated
Code of Maryland (1939 Edition), title "Health", sub-title
"Miscellaneous Provisions", said new section to be known
as Section 44B, and to follow immediately after Section
44A of said Article, as said Section 44A was added by
Chapter 91 of the Acts of 1945, relating to the administra-
tion of the program for medical care for indigent and
medically indigent persons in Baltimore City.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
43 of the Annotated Code of Maryland (1939 Edition), title
"Health", sub-title "Miscellaneous Provisions", said new sec-
tion to be known as Section 44B, and to follow immediately
after Section 44A of said Article, as said Section 44A was
added by Chapter 91 of the Acts of 1945, and to read as
follows:
44B. Within the provisions of the Budget for the program
of medical care, monies for the care of indigent or medically
indigent persons in Baltimore City shall be transferred to the
Mayor and City Council of Baltimore and the administration
