waters of this State any waste or polluting substance of any
kind as defined for the purpose of this sub-title in violation of
any duly authorized rule, regulation or order of the Commis-
sion. Any person who shall so discharge or permit to be dis-
charged directly or indirectly any waste or polluting substance
into any of the waters of this State which will cause pollution
as defined herein shall be deemed to violate the provisions of
this sub-title.

Every person the Commission has reason to believe is caus-
ing or is about to be causing pollution shall furnish to the
Commission all pertinent information required by it in the
discharge of its duties under this sub-title.

Whenever, in the opinion of the Commission, any person
shall violate or attempt to violate the provisions of this sub-
title, or fails to control the pollutant content or waste dis-
charge into any of the waters of the State, the Commission
shall notify the alleged offender of such determination by the
Commission. Within thirty days from the receipt of notice
of such determination, such person shall file with the Com-
mission a full report showing what steps have been and are
being taken to control such waste or pollution. Within 90
days from the receipt of such report filed with the Commis-
sion, the Commission shall issue such orders as in its opinion
shall be deemed necessary.

Any agent, authorized by the Commission to represent the
Commission, shall have the authority to enforce the provisions
of this sub-title and may make complaint against any person
violating the same. After service of a written notice, setting
forth specifically any violation of this sub-title, any person who
shall fail to file the report required by this sub-title and who is
thereafter found to be continuing such violation may be prose-
cuted under this sub-title; provided, however, that pending
the hearing provided for in this sub-title, no complaint shall
be made until the termination thereof.

34. Whenever any person shall feel himself aggrieved by
any rule, regulation or order of the Commission, he shall
have a right to file a sworn petition with the Commission
setting forth the grounds and reasons for his complaint and
asking for a hearing of the matter involved. The Commission
shall thereupon fix the time and place for such hearing and
shall notify the petitioner thereof. At such hearing, the
petitioner and any other interested parties may appear, pre-
sent witnesses and submit evidence. The chairman of the
Commission or any member thereof shall have the power to
administer oaths to all witnesses who appear before said
Commission at such hearings. For the purpose of all hear-
ings and inquiries which they are authorized to make or
