time to time be deemed necessary to carry out the provisions
of this sub-title.

31. The present Executive Secretary of the Maryland Com-
mittee on Water Pollution may be appointed by the Com-
mission as its Executive Secretary to hold office under the
provisions of the Merit System Law and thereafter any va-
cancies in this position shall be subject to the Merit System
Law. The Executive Secretary shall be a person with execu-
tive ability and experience and with knowledge of the gen-
eral principles involved in the investigation, administration
and control of the pollution of the waters of the State, shall
perform such duties as said Commission shall require of
him in connection with the work of the Commission and shall
receive such compensation as may be provided in the budget
of the Commission.

The Commission is authorized to employ, in accordance
with the provisions of the Merit System Law, such consultants
and full time technical, clerical and other assistants as are
necessary for the work of the Commission, and within the
available funds, to carry out the purposes of this sub-title.

32. The Commission shall be authorized to bring any
appropriate action, in the name of the people of the State of
Maryland, as may be deemed necessary in the discretion of
said Commission to carry out the provisions of this sub-title
and to enforce any and all laws relating to the pollution of
the waters of the State, except as herein provided.

The Commission or any agent authorized by the Commis-
sion to represent the Commission shall have the right to
enter at all reasonable times in or upon any private or public
property for the purpose of inspecting and investigating con-
ditions relating to the pollution of any waters of the State.
The Commission shall have the right to call upon any officer,
board, department, commission, school, university or other
State institutions and officers or employees thereof for any
assistance deemed necessary to the carrying out of this sub-
title.

It shall be the duty of the Department of Health, the Com-
mission of Tidewater Fisheries, the Department of Game and
Inland Pish, the Department of Research and Education, the
Department of Geology, Mines and Water Resources and all
other State agencies, boards or commissions to cooperate
fully with the Commission and to furnish any records which
the Commission may require.

33. It shall be unlawful for any person to discharge or
