(c) The State Employment Commissioner, ex-officio,
(d) The State Treasurer, ex-officio.
(e) Three State employees who shall be members of
the System, one of whom shall be appointed for a term of
four (4) years by the Board of Public Works and two (2)
of whom shall be elected by the members of said System
for a term of four (4) years, according to such rules and
regulations as the Board of Trustees shall adopt to govern
such an election; provided, however, that the terms of
office of one trustee so elected shall begin immediately fol-
lowing his election and shall expire August 1, 1951, and
the term of office of one trustee shall expire August 1, 1949.
SEC. 2. And be it further enacted, That this Act shall
take effect July 1, 1947.

CHAPTER 690.
(Senate Bill 487)
AN ACT to authorize the County Commissioners of Cal-
vert County to borrow Thirty-five Thousand Dollars
($35,000.) and to issue promissory notes therefor for
modernizing, improving and enlarging the Court House
of said county.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Calvert County be and
they are hereby authorized to borrow Thirty-five Thousand
Dollars ($35,000.) and to issue promissory notes therefor
and to use the proceeds thereof for modernizing, improving
and enlarging the Court House of said County. The said
notes shall bear interest at not more than three per cent.
(3 %) and may be renewed, from time to time, for a period
of time not to exceed ten years.
SEC. 2. And be it further enacted, That a building
Commission be and it is hereby created consisting of Judge
John B. Gray, Jr., as Chairman, members of the Bar of
Calvert County and the President of the County Commis-
sioners of said County. The said Commission shall have
full authority to expend the money borrowed under the
authority of this Act for the purposes specified in Section
1 of this Act.
