governing said Town, including the expense of having a
meeting place for said Commission and a place for keeping
the records, books, property and other things of said Town,
the expense of registering voters, conducting elections, pro-
viding records, books, and other things necessary for the
proper government of said Town, the expense of paying
the salary of the Town Constable, the expense of hiring
persons, including an Attorney or Attorneys, to perform
work and services for said Town, to enter into contracts on
behalf of said Town, for the aforegoing or any other lawful
purpose in connection with the government of said Town,
and to fix the amount of compensation to be paid there-
under and to expend the monies and funds of said Town
for any of the aforegoing or any other lawful purpose
for the benefit of said Town, and to do all other acts and
things, subject only to the limitations of this Act, and for
the good government of the Town of Fruitland, and for
the benefit of said Town. Provided, however, that neither
the Town of Fruitland nor the Fruitland Commission nor
any person shall have power or authority, in any one year,
to contract debts or incur any financial liability on behalf
of said Town in excess of the current annual revenues of
said Town.

(B) That nothing herein contained shall be taken or
construed to impose upon the Fruitland Commission or the
Town of Fruitland the duty or responsibility to open, close,
hard-surface, maintain or repair the streets or other high-
ways within the Town of Fruitland, or in any way change,
alter and diminish the existing or future duties and respon-
sibilities of The State of Maryland, and/or the County
Commissioners of Wicomico County in respect to the
streets and highways within said Town.

SEC. 5. And be it further enacted:

(A) That the Town of Fruitland and the Fruitland
Commission shall have the power to levy, on the first day
of January of each year, beginning with the calendar year
succeeding the adoption of this charter, taxes at the rate
of not exceeding fifty cents on each one hundred dollars
of the assessable value of real property within said Town,
based on the State and County assessment, for all pur-
poses ; and the County Commissioners of Wicomico County
are hereby authorized to give the Fruitland Commission
a copy of the tax list of said Town annually, or as often as
is necessary, the boundaries of which are laid down in
Section Two of this charter; and all taxes so levied shall
be a lien on any and all property of the person, firm, part-
