Arundel County, and his selection shall be made solely on
the basis of his executive and administrative qualities, with
special reference to his actual experience in, and knowledge
of, accepted practice and procedure in respect to the duties
of his office as hereinafter set forth. At the time, of his
appointment, he need not be a resident of Anne Arundel
County, but during his tenure of office he shall reside
within the said County.

176C. Compensation: The compensation of the County
Business Manager shall be determined by the Board of
County Commissioners, but shall be not less than $7,500.00
per annum, nor more than $12,000.00 per annum, and he
shall be required to furnish bond before the Clerk of the
Circuit Court of said County with corporate surety to be
approved by said Clerk in the amount of $25,000. The
premium for the bond shall be paid out of county funds.
The County Commissioners shall levy annually an amount
sufficient for the proper administration of this sub-title.

176D. Removal: The County Commissioners shall ap-
point the County Manager for an indefinite term and may
remove him by a majority vote of its members. At least
thirty days before such removal shall become effective, the
Board of County Commissioners shall by a majority vote
of its members adopt a preliminary resolution stating the
reasons for his removal. The manager may reply in writ-
ing and may request a public hearing, which shall be held
not earlier than twenty days nor later than thirty days
after the filing of such request. After such public hearing,
if one be requested, and after full consideration, the Board
of County Commissioners, by majority vote of its members
may adopt a final resolution of removal. By the prelimi-
nary resolution the Board of County Commissioners may
suspend the manager from duty, but shall in any case
cause to be paid him forthwith any unpaid balance of his
salary and his salary for the next three calendar months
following the adoption of the preliminary resolution.

176E. Scope of Authority: In the performance of his
duties as hereinafter set forth the County Business Man-
ager shall represent the County in all departments of the
County government. It is the intent of this sub-title to
place under his direct supervision all departments, offices,
and agencies of the County government within the limits
now or hereafter imposed upon the jurisdiction of the
Board of County Commissioners and to make available
his services to all other departments, offices and agencies
