the provisions of this Article, and it shall not be necessary
for the County Commissioners of any county or the legis-
lative department of any city to pass any resolution or
ordinance levying the same.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 627.
(Senate Bill 253)

AN ACT to repeal and re-enact, with amendments, Section
247 of Article 43 of the Annotated Code of Maryland
(1939 Edition), title "Health", sub-title "Commissioners
of Pharmacy".

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 247 of Article 43 of the Annotated Code of
Maryland (1939 Edition), title "Health", sub-title "Com-
missioners of Pharmacy", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

247. The Governor shall appoint five person to be
Commissioners of Pharmacy, said Commissioners to con-
stitute and be known as the Maryland Board of Pharmacy.
Said Commissioners shall be skilled and competent phar-
macists, who have had at least five years' active pharma-
ceutical experience in compounding and dispensing
physicians' prescriptions, and of whom at least four are
actively engaged in the practice of pharmacy. None of
said commissioners shall be connected with any school
of pharmacy either as teacher, instructor, or mem-
ber of the board of trustees. Two of said commissioners
shall be residents of the City of Baltimore, two residents
of the Counties of the State and the fifth a resident of
either the City of Baltimore or the Counties of the State.
The persons serving as Commissioners on June 1, 1947,
shall continue to serve as such until the expiration of the
