CHAPTER 596.
(Senate Bill 4)
AN ACT to add a new section to Article 88C of the Annotated
Code of Maryland (1939 Edition), title "State Planning
Commission", said new section to be known as Section 5A
and to follow immediately after Section 5 of said Article,
relating to certain research work being conducted or under-
taken by the several State departments, officials and
agencies.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
88C of the Annotated Code of Maryland (1939 Edition), title
"State Planning Commission", said new section to be known
as Section 5A, to follow immediately after Section 5 of said
Article, and to read as follows:
5A. The State Planning Commission is hereby authorized,
for the information of the several departments and officials of
the State and the public, to compile and make available, at
such time or times as it may deem desirable, a list or inventory
of current research being conducted by the several State de-
partments, institutions, officials or agencies on questions
or subjects affecting or relating to the work or activities of
any department or agency of the State. It shall be the duty
of every State department, institution, official or agency
which is conducting, or under whose supervision or control
is being conducted, any research work as above prescribed,
to report to the State Planning Commission as to such re-
search work, the nature and purpose of the study and anti-
cipated date of its completion and probable publication. Pro-
vided, however, that whenever such department, institution,
official or agency is conducting research on matters which,
if discolsed or made public, would be against public interest
or tend to impede or obstruct such research, then, with the
permission of the State Planning Commission the department,
institution, official or agency may be excused from reporting
on such matters. In the event of dispute between the State
Planning Commission and any department, institution, offi-
cial or agency as to whether or not any subject of research
should be so reported, the matter shall be referred to the
Governor whose decision shall be final.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
