of this Act, be and the same are hereby repealed to the
extent of such inconsistency.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly the same shall take effect
from the date of its passage.

CHAPTER 590.
(Senate Bill 457)

AN ACT to add two new sections to Article 14 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Howard County", sub-title "County Commissioners and
County Collectors", said new sections to be known as
sections 73B and 73C, and to follow immediately after
Section 73A of said Article, authorizing the County
Commissioners of Howard County to regulate the use
of sidewalks in Howard County and prevent encroach-
ment thereon and obstruction of the same.

SECTION 1, Be it enacted by the General Assembly of Maryland,
That two new sections be, and they are hereby added to
Article 14 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Howard County", sub-title "County
Commissioners and County Collectors", said new sections
to be known as Section 73B and 73C and to follow immedi-
ately after Section 73A of said Article, and to read as
follows:

73B. The County Commissioners of Howard County
are empowered to adopt such reasonable rules and regula-
tions respecting the, use of sidewalks in Howard County,
including the right to prevent encroachment thereon and
obstruction of the same.

73 C. Any person violating any such rules or regula-
tions that may hereafter be adopted in accordance with
law, shall, upon conviction, be deemed guilty of a misde-
meanor, and be subject to a fine of not less than One Dol-
lar ($1.00), and not more than Fifty Dollars ($50.00).
