(b) (Engineering.) (Other than engineering by District
Engineers and their staffs.) Preparation of Plans and Speci-
fications; Estimates; Surveys; Inspection; Tests of Materials;
Traveling, Transportation and Subsistence Expenses of En-
gineers Assigned to Maintenance;

(c) (Superintendence by Districts.) District Engineers;
Staffs of District Engineers; Office Expenses; Office Supplies;
Traveling, Transportation and Subsistence Expenses of
District Engineers and their staffs;

(d) Roadway Surface Maintenance by Districts and by
Types of Surface within each District;

(e) Oiling of Roads by Districts;

(f) Maintenance of Shoulders by Districts;

(g) Drainage Maintenance by Districts;

(h) Maintenance of Bridges and Structures by Districts;

(i) Right-of-way Maintenance by Districts;

(j) (Traffic Service Maintenance by Districts.) Snow
Removal; Cindering; Highway Markers; Lane Marking;
Traffic Lights; Snow Fences;

(k) Maintenance of Buildings by Districts;

(l) Maintenance of Equipment by Districts;

(m) Purchase of Equipment by Districts;

(n) Purchase of Material by Districts;

(o) Inventory Account of Materials and Supplies by Dis-
tricts ;

(p) (Miscellaneous Costs by Districts.) Items of expense
not properly covered under the headings (a) to (o), inclusive.

In addition to reporting on the items of cost, the State
Roads Commission shall also report by Districts on the items
of work performed under each of the foregoing headings and
sub-headings, such items of work to be set forth in unit quan-
tities such as square yards of roadway surface of each type
patched or repaired, square yards of roadway surface receiving
oiling treatment, square yards of shoulder work, snow removal
in miles of road, and other such quantities of work performed.

18. The State Roads Commission is hereby authorized and
empowered to retain at any time, and from time to time,
in connection with work and duties performed by it under
this sub-title, such private accountants, attorneys, engineers
