unpaid and outstanding, the said tax laid by said section
shall not be repealed, diminished or applied to any other
object and shall be deemed to continue as a charge upon the
Motor Vehicle Revenue Fund. The balance of the monies
paid into the Motor Vehicle Revenue Fund during any fiscal
year shall be held and distributed by the State Treasurer,
upon warrants of the Comptroller, as follows:

(1) Fifty per cent thereof shall be disbursed from time
to time for the account of the State Roads Commission to the
extent of funds required for paying such expenses of the
State Roads Commission as are not properly allocable di-
rectly or on a prorated basis to projects constructed under
Sections 11 (e) and 147-I of this Article, for maintenance
and operation of the State Highway System, and for other
maintenance. The excess, if any, shall be transferred to the
construction fund provided for by Section 11 (e) of this
Article.

(2) Thirty per cent thereof shall be added to the share of
the Gasoline Tax Fund allocated to the Mayor and City
Council of Baltimore under Section 12 of this Article and
shall be disbursed and used as therein provided.

(3) Twenty per cent thereof shall be added to the portion
of the Gasoline Tax Fund allocated for the benefit of the
counties and municipalities of the State (except Baltimore
City) under Section 13 of this Article and shall be disbursed
and used as therein provided.

17. The State Roads Commission shall file with the Governor
within forty-five days after the and of each fiscal year or as
soon after forty-five days as may be practicable, a com-
plete report, which shall be open to public inspection, on the
status, as of the end of such fiscal year, of the funds used
for the purposes authorized by Section 16, Sub-division (1) of
this Article during the fiscal year, which report shall contain
a full audit, including amounts expended and unliquidated
obligation, of all accounts of the Commission relating to such
expenditures, and an engineering statement of all items of
maintenance cost setting forth separately and in detail the
cost of labor, material and equipment operation where such
items are applicable substantially as follows:

(a) (Administrative and Legal Services.) Administative
Expenses Including Portions of General Administrative
Expenses of the Commission Allocated or Prorated to Main-
tenance; Accounting; Supervision; Legal Expenses; Travel-
ing, Transportation and Subsistence Expenses;
