Equalization Fund shall expend no less than twenty per
centum (20%) of the total budget, not including costs of
transportation, debt service and capital outlay, for pur-
poses other than teachers' salaries. But no such appropria-
tion to any county, except as heretofore in this section
provided, or to any academy, or to any college or univer-
sity may be paid from the General State School Fund.

SEC. 2. And be it further enacted, That this Act shall
take effect July 1, 1947.

AN ACT to declare the sanction and consent of the General
Assembly of Maryland to the several conveyances, grants
and deeds to and from The County Commissioners of
Queen Anne's County.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That the sanction and consent of said General Assembly
of Maryland be and the same is hereby declared, given
and granted to the following conveyances, grants and deeds
to and from The County Commissioners of Queen Anne's
County as hereinafter set forth.

To Deed dated October 3, 1938, and recorded among the
Land Records of Queen Anne's County in Liber W. H. C.
No. 7A, folio 225, etc., from Land's End Corporation, Inc.,
to The Board of County Commissioners of Queen Anne's
County.

To Deed dated October 14, 1941, and recorded among
