in said County; provided, however, that such War Memo-
rial Medical Center shall not be accepted by said County
Commissioners until the same shall have been fully and
completely constructed, equipped and entirely paid for;
and the said County Commissioners of Carroll County are
further authorized and directed to levy annually, on the
assessable property of said County, beginning the first
calendar year after the acceptance of the deed to the afore-
said War Memorial Medical Center, and annually there-
after, a sum not less than three cents ($.03) on each one
hundred dollars ($100.00) of the assessable property in
said County, which said sum shall be used by the said
County Commissioners of Carroll County for public health
purposes, including the cost of maintenance and operation
of the aforesaid Carroll County War Memorial Medical
Center.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1947.

CHAPTER 539.
(Senate Bill 297)

AN ACT to repeal Sections 138 to 155 inclusive, of Article
23 of the Code of Public Local Laws of Maryland (1930
Edition), title "Wicomico County," sub-title "Mardela
Springs," and to enact in lieu thereof 37 new sections
to be known as Sections 138 to 155, inclusive, and Sec-
tions 155A to 155S, inclusive, of said Article; said new
sections defining the boundaries of Mardela Springs,
providing for its government by Commissioners; and
defining the rights, powers, duties and obligations of
said town and said Commissioners including the right
to pass ordinances, levy and collect taxes, incur obliga-
tions, install and maintain a water system, etc., and to
employ the necessary personnel to put into effect the
provisions of said charter.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 138 to 155, inclusive, of Article 23 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Wicomico County," sub-title "Mardela Springs,"
be and the same are hereby repealed, and in lieu thereof
