immediately after Section 531B, as enacted by Chapter
462 of the Acts of 1943, and to be numbered Sections
531C, 531D, 531E, 531F, 531G, 531H, 531I, 531J, 531K,
to authorize and empower the Mayor and Council of
Westminster, under the police power of the State of
Maryland, and for the purpose of promoting the health,
security, morals and general welfare of the City of
Westminster and the inhabitants thereof and visitors
therein, to provide for the establishment by the Mayor
and Council of Westminster of districts or zones in said
City within which may be regulated and restricted by
ordinance the height, number of stories, size of build-
ings and other structures, the percentages of lot that
may be occupied, the size of yards, courts and other open
spaces, the density of population, the location and use
of buildings, structures and land for trade, industry,
residence or other purposes; to provide for a commis-
sion which shall recommend the boundaries of the vari-
ous districts and appropriate regulations to be endorsed
therein; to provide for amendment, supplement, change
or repeal; to provide a Board of Zoning Appeals with
power to make special exceptions to the terms of the
ordinance; to provide remedies for violation; to provide
for conflict with other existing laws or ordinances; and
to provide for the administration of such ordinances as
may be passed under the provisions of this Act.
SECTIONl. Be it enacted by the General Assembly of Maryland,
That nine new sections be and they are hereby added to
Article 7 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Carroll County", sub-title "West-
minster", said new sections to be known as Sections 531C,
531D, 531E, 531F, 531G, 531H, 531-I, 531J and 531K, to
follow immediately after Section 531B, as enacted by Chap-
ter 462 of the Acts of 1943, and to read as follows:
531C. For the purpose of promoting the health, secur-
ity, , general welfare and morals of the community, the
Mayor and Council of Westminster shall have the power
to regulate and restrict the height, number of stories, and
size of buildings and other structures, the percentage of
lot that may be occupied, the size of yards, courts, and
other open spaces, the density of population and the loca-
tion and use of buildings, structures and land for trade,
industry, residence, or other purposes.
531D. For any or all of said purposes in the foregoing
section, said Mayor and Council of Westminster may divide
