The aforegoing amounts are computed as estimates only,

   

it being the intention that these appropriations shall

   

be One Hundred Percent. (100%) of the Revenues re-

   

quested, provided however, that any proceeds of the

   

taxes entering the Motor Vehicle Revenue Fund and

   

any proceeds from any other sources aforesaid, in excess

   

of the respective enumerated amounts herein provided

   

and specifically appropriated, shall not revert to the

   

General Fund of the State, but shall go into and be

   

credited to that portion of the Motor Vehicle Revenue

   

Fund appropriated to the State Roads Commission, and

   

shall be used exclusively and solely for the maintenance,

   

reconstruction and betterments of the State System of

   

Roads and Bridges, including General Administrative

   

and other Costs of conducting the Commission as a

   

Road Organization, and for no other purpose or pur-

   

poses whatsoever except as otherwise provided.
