LATERAL GASOLINE TAX — One and one-half Cent

(1 1/2c.):

   
 

To the State Roads Commission, the proceeds of 100%
(less Refund exemptions and less payments of
Gasoline Tax Refunds to Incorporated Cities and
Towns) of the Lateral Road Gasoline Tax Fund, One
and one -half Cent (1 1/2c.) after deducting three -
eights ( 3/8 ) of the sum appropriated for maintain-
ing the Gasoline Tax Collection Department in the
Office of the S'tate Comptroller. The amounts
named herein are computed as estimates only, it
being the intention that these appropriations shall
be 100% of the net revenue aforesaid, and it be-
ing further the intention that should the proceeds
of this tax exceed the respective amounts herein
set forth, then such excess shall not revert to the
General Fund of the State, but shall be applied
and administered for those purposes and in like
manner as the sums hereby requested. Out of the
total revenue as aforesaid, and after provision
shall have been made for the deduction herein-
before enumerated, the State Roads Commission
shall receive Thirty Percent (30%) of the net
proceeds of the 100% for the use of Baltimore
City, to be used and applied in the construction
and maintenance of streets, highways, and bridges,
and other related construction projects as may be
performed within the corporate limits of Baltimore
City and/or applied to existing highway bond debt
service. The remaining Seventy Percent (70% )
of the net product of the aforesaid revenue shall be
received and administered by the State Roads Com-
mission, and by it apportioned in the same manner
and according to the same formula and ratios as
heretofore used (being that formula and ratio used
at January 1, 1944, the basis of which is the road
mileage used in the formula in each of the respec-
tive counties) to the use of the twenty-three (23)
counties, and expended by the Commission for
the construction, reconstruction and/or maintenance
of the County System of Roads. In the event the
General Assembly, at the 1947 Session, does pass
an Act modifying the provision of Chapter 888 of
the Acts of 1941, or does re-enact Chapter 841 of
the Acts of 1945, as an emergency measure, and
