listed in Section 1 hereof, and to make such contracts con
taining such terms, provisions and conditions as in the dis-
cretion of said city may seem necessary, proper or advisable
for the purpose of obtaining or securing such grants or fi-
nancial assistance from any such Federal or State Agency
willing to extend the same in furtherance of any of the pur-
poses of this Act.

SEC. 6. And be it further enacted. That any and all laws or
parts of laws or any part or parts of the Charter of the City
conflicting in any way herewith are hereby repealed, with
respect to the authority hereby granted, to the extent of such
conflict, and, except as herein provided, none of the limita-
tions or restrictions on the powers of the city to borrow
money, to levy taxes or to issue and sell bonds, contained
in its Charter or in any other law which limits, restricts or
affects the powers herein granted, shall be applicable hereto.

SEC. 7. And 6e it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 74.
(House Bill 186)

AN ACT to add a new section to Article 24 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Worcester County", sub-title "Refuse—Dumping", said
new section to be known as Section 241B and to follow
immediately after Section 241A of said Article, requiring
the carcasses of dead poultry or animals to be buried or
otherwise lawfully disposed of.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
24 of the Code of Public Local Laws of Maryland (1930
Edition), title "Worcester County", sub-title "Refuse—Dump-
ing", said new section to be known as Section 241B, to follow
immediately after Section 241A of said Article, and to read
as follows:

241B. It shall be unlawful for any person having the
custody or control of the carcasses of any dead poultry, fish
