Said bill was then returned to the House of Delegates.
Mr. Cooper called up

House bill entitled an Act to appropriate a sum of money
to erect a monument to Hon. Thomas G. Pratt,

Which was returned from the House with a message, and
moved that the vote by which said bill was rejected, for want
of a Constitutional majority, he reconsidered.

Mr. Dennis moved to lay the motion to reconsider on the
table.

Which was adopted by yeas and nays, as follows:
