Mr. Combs, of St. Mary's, from a Select Committee, re-
ported favorably,

House bill to authorize the Commissioners of St. Mary's
County to adjust and pay the claim of John A. Barber and
the heirs of Garner Hayden.

Which was read the second time.

Mr. Combs, of St. Mary's, from a Select Committee, re-
ported favorably,

House bill to change the dividing line between the Fourth
and Fifth Election Districts, in St. Mary's County.

Which was read the second time.

Mr. Franklin, from a Select Committee, reported favorably,

House bill to amend the charter of Snow Hill, in Wor-
cester County.

Which was read the second time.

The Secretary of State appeared, and delivered a message
from the Executive.

The hour of 1 o'clock having arrived, the President an-
nounced the order of the day to be

House bill in relation to State Militia.
On motion by Mr. McLane,

The order of the day was postponed for half an hour in or-
der to take up

House bill No. 171, being the general appropriation bill.
The Senate proceeded to the consideration of said bill.
Mr. McLane submitted the following amendment :
AMENDMENT PROPOSED.

Insert after word "Act," in 19th line, under head of
"schools," "provided that the sum of seventy-five thousand
dollars of the receipts for public school tax shall bedistribu-
ted for colored schools, after deducting the amount payable
to the Colored Normal School, and the balance for white
schools, the State Normal School for white, and the State
Board of Education."

Which was adopted.

After the word "dollars" in the amendment under the
