the Mayor, and each elector shall be a resident of the ward
in which he may offer to vote for not less than thirty days
next preceding the election at which he may offer to vote.
The members of said City Council from the several wards
elected on the third Monday of May, eighteen hundred and
seventy-seven, shall hold office until the election and qualifi-
cation of their successors above provided.

Strike out sub-Section 29, and insert the following in lieu
thereof:

"29. All members of the said City Council shall actually
be possessed of and be assessed for on the books of said city
property to the amount in value of five hundred dollars at the
time of their election.

Strike out sub-Section 32, and insert the following in lieu
thereof, viz :

"32. The inhabitants of the City of Cumberland, residents
thereof for one year previous to the municipal election of said
city, and qualified to vote for members of the House of Dele-
gates, shall on the third Monday in May in each and every
year, elect by ballot a person of known integrity and capa-
city to be the City Clerk, whose duty it shall be to attend all
meetings of the City Council, keep a correct journal of the
proceedings of the same, keep all records, papers and docu-
ments of the city in his safe custody and control, record all
the financial transactions of the Mayor and City Council,
keep an accurate account of the receipts and expenditures of
the same, and give such bond and perform such other duties
as the ordinances of the Mayor and Council may prescribe."

Mr. Combs, of Allegany, submitted the following amend-
ment to the amendment :

AMENDMENTS PROPOSED.

Strike out sub-Sections 27, 28 and 29 and insert the follow-
ing sections in lieu thereof :

"27. The inhabitants of the City of Cumberland, residents
thereof for one year previous to the municipal elections of
said city, and qualified to vote for members of the General
Assembly, and registered as hereinafter provided, shall, on
the third Monday of May, eighteen hundred and seventy-
eight, and on the same day in every second year thereafter,
elect by ballot a person of known integrity, experience and
sound judgment, not less than thirty years of age, ten years
a citizen of the United Slates, and five years a resident of
said city next preceding the election, and owning property
therein to the value of one thousand dollars, to be Mayor of
said city, and the person so elected at each of said elections
