Mr. Lee, from the Committee on Corporations, reported
favorably.

House bill entitled an Act to repeal Sections 22, 23, 24, 25,
26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, S8, 39, 40, 41,
42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55 and 56,
of Article 1, of the Code of Public Local Laws, entitled
"Allegany County," sub-title "City of Cumberland," and
to re-enact said sections with amendments, and to repeal the
Act of Assembly, passed at its Session of 1874, Chapter 100,
entitled an Act to amend the charter of the City of Cumber-
land, by repealing Sections 52 to 56, inclusive, of Article 1,

With the following proposed amendments :
AMENDMENTS PROPOSED,

Strike out sub-Section 27, and insert in lieu thereof :

"27. The inhabitants of the City of Cumberland, residents
thereof for one year previous to the municipal elections of said
city, and qualified to vote for members of the General As-
sembly, and registered as hereinafter provided, shall on the
third Monday of May, eighteen hundred and seventy-eight,
and on the same day in every second year thereafter, elect
by ballot a person of known integrity, experience and sound
judgment, not less than thirty years of age, ten years a citi-
zen of the United States, and five years a resident of said
city, next preceding the election, and owning property there-
in to the value of one thousand dollars, to be Mayor of said
city, and the person so elected at each of said elections shall
serve as such Mayor for the term of two years, from the first
Monday of June, next succeeding his election.

Strike out sub-Section 28, and insert the following in lieu
thereof:

"28, The City Council shall consist of eleven members,
five of whom shall be elected at large on the third Monday
in May, eighteen hundred and seventy-eight, and every
alternate year thereafter, to serve for the term of two years
from the first Monday in June next succeeding their election;
and six members, one from each ward, who shall be elected
from the respective wards, on the third Monday in May, in
every alternate year, commencing with the year eighteen
hundred and seventy-nine. The members of said City Council
shall all be citizens of the United States, of the age, of twenty-
five years or upwards, residents of the city three years next
preceding their election, and those elected from the wards shall
be residents of the wards from which they are elected for
ninety days prior to their election. The qualifications of
the electors of said City Council shall be the same as those of
