93, of the Code of Public General Laws, entitled "Testa-
mentary Law," sub-title "Orphans' Court," &c., &c.

"Which unfavorable report was adopted.
Also, unfavorably,

House bill entitled an Act to repeal Section 25, of Article
38, of the Code of Public General Laws, title "Fees of Offi-
cers," sub-title "Notaries Public," and to re-enact the same
with amendments, and to legalize the acts of Comptrollers
Leonard and Woolford, &c., &c.,

Pending the consideration of the unfavorable report,

On motion by Mr. McLane,

The bill was substituted for the unfavorable report,
Said bill was then read the second time.
Also, unfavorably,

Senate bill entitled an Act to repeal and re enact the
5th Section, of the 37th Article, of the Code of Public Gen-
eral Laws of this State, as amended by Chapter 109, of the
Acts of 1864, relating to the competency of witnesses, and to
render competent as witnesses, and authorize the examina-
tion of the parties litigant, their wives and husbands in all
suits, actions, bills or other proceedings instituted in conse-
quence of adultery, or for the purpose of obtaining a divorce,
or to any action for breach of promise of marriage.

Which unfavorable report was adopted.

Also, unfavorably,

Senate bill entitled an Act to repeal Sections 146, 147,
148,143 and 150, of Article 30, of the Code of Public Gen-
eral Laws, title "Crimes and Punishments," sub-title "Ne-
groes;" Sections 153 and 154, of same Article and title, sub-
title "Passes to Negroes," and Sections 194, 195, 196, 197,
198, 199 and 200, of same Article and title, sub-title "Sen-
tence of Negroes."

an amendment Section 20, of Article 28, of the Code of Pub-
lic General Laws, title "County Commissioners," sub-title
