So the bills were recommitted to the Committee on Finance,
Mr. Steiner, from a Select Committee, reported favorably,

House bill entitled an Act to lay out and establish a new
Election District in Frederick County out of part of Liberty
District No. 8, to be called Linganore District, or Election
District No. 19.

Which was read the second time.

Senate Joint Resolution, in relation to Samuel Chase Bar-
ney, ex-Lieutenant, United States Navy,

Was read the third time, and passed by yeas and nays, as
follows :

AFFIRMATIVE.

Messrs. President, Joyce,

Combs, of Allegany, Lee,

Cooper, McLane,

Dennis, Miller,

Ford, Newcomer,

Freeman, Stump,

Garey, Sulivane,

Gorman, Wilson—17.

NEGATIVE—None.
Said Resolution was then sent to the House of Delegates.

The Hon. R. C. Hollyday, Secretary of the State, appeared!
and delivered a communication from the Executive, endorsed
"Executive Business."

House bill entitled an Act to add an additional section to
the Code of Public General Laws, title "Corporations," pro-
hibiting the issue of notes or obligations in place of money or
loans to be called sub-Section A,

Being upon its third reading,
On motion by Mr. Cooper,
Said bill was referred to the Baltimore City Senators.

Senate bill entitled an Act to prohibit Life Insurance Com-
panies from contesting the payment of losses on policies, after
having received premiums thereon for two years,

Was read the third time, and passed by yeas and nays as
follows :
