of Maryland to apply a portion of the property held by said
University, and to sell said property and apply the proceeds
to the general uses of said University.

No. 139. An Act to repeal the 44th Section, of Article 24,
of the Code of Public General Laws, title "Conveyancing,"
sub-title "Bills of Sale," and to re-enact the same with
amendments.

No. 140. An Act to provide for the appointment of an ad-
ditional Justice of the Peace for Election District No. 3, in
Harford County.

The President presented to the Senate the petition of Wil-
liam L. Wrightson and 104 others, citizens of Talbot
County, for a law confining the civil jurisdiction of Magis-
trates to their own districts, that is to say, a civil action
against a party must be brought in the district in which said
party resides.

Which was read and referred to the Committee on Judi-
cial Proceedings.

Mr. Franklin presented the petition of J. M. Marshall
and 15 others, of Worcester County, praying for a law giv-
ing to the Commissioners of said county, the power to open
a county road from a point near Berlin, to the county road
leading from Newark to Queponco.

Which was read, and referred to Senators Franklin, Den-
nis and Humphreys.

Mr. Bannon presented the petition of Willa Wiggins, of
Annoaplis, Anne Arundel County, to have her name con-
tinued on the pension roll.

Which was read, and referred to the Committee on Pen-
sions.

On motion by Mr. Lancaster, it was

Ordered, That whereas a certain Morris McDonough, by
his last will and testament, executed in 1804, and now of
record in the office of Register of Wills for Charles County,
by his said last will and testament, devised and bequeathed
certain properties and assets of his estate, to be invested and
applied for the education of children of indigent parents re-
residing in certain sections of Charles County, and also by
his said will, requested that such laws should be passed by
the General Assembly of Maryland, as might be necessary
to give force and effect for carrying out the purposes of his
said bequest; and, whereas, the said General Assembly at
its session held in the year 1807, Chapter 130, did pass a law
