rum for business at all times, and the Governor shall fill any
vacancy in said Board, by appointment from the Congres-
sional District where such vacancy exists, until the next
Congressional election."

Said bill being upon its second reading,
Mr. Wilson submitted the following amendment:
AMENDMENT PROPOSED.

Section 2, Chapter 2, line 2, after the word "education,"
strike out the words "on nomination for each Judicial Cir-
cuit by the member representing the same," and insert "who
shall be residents of the county for which they are appoint-
ed."
