class of three so chosen by lot, shall be succeeded by three
others, two to be chosen from their districts respectively at
the next Congressional election thereafter, and one appointed
as herein provided, and to hold office for four years, from the-
first day of January then next ensuing, and at the then next
Congressional election the remaining two shall in like man-
ner be chosen, and one appointed as herein provided, so that
said classes shall be alternately chosen and appointed every two
years. The Governor of the State shall also be a member of
said Board, and when present, shall be the President thereof.
Four members thereof shall constitute n quorum for business
at all times, and the Governor shall fill any vacancy in said
Board by appointment from the Congressional District where
such vacancy exists, until the next Congressional election."

ed favorably,
Senate bill entitled an Act to amend the charter and enlarge -
the powers of the Pennsylvania Railroad Company in Mary-
land.
With the following amendment:
AMENDMENT PROPOSED.
Strike ont all after the words "A bill entitled," and insert
in lieu thereof the following :
"An Act to enlarge the powers of the Pennsylvania Bail-
road Company in Maryland.
"WHEREAS, The Pennsylvania Railroad Company in Mary-
land, a corporation duly incorporated and organized under
the General Laws of Maryland, Act of eighteen hundred and
seventy, Chapter four hundred and seventy-six, for the pur-
pose of constructing and operating a railroad from a point at
the State line near Ellerslie, to and within the city of Cum-
terland; and said Company is now ready to build said road
into said city, with proper depot and terminal facilities for
general freight and passenger traffic, and also to connect with
the Chesapeake and Ohio Canal:
"And Whereas, The only inlet for said railroad to said city
or canal is through the precipitous mountain gorge near said
city, known as 'The Narrows,' through which the Cumber-
land and Pennsylvania Railroad is now operated on the east
side of Wills' Creek; now, therefore,
