On motion by Mr. Cooper,
Mr. Lee was elected President pro tem.
The proceedings of Friday were read and approved.

Mr. Steiner presented the petition of Richard H. Marshall,
William J. Ross, A. D. O'Leary, J. D. Hane, Ezra Houck and
438 others, citizens of Frederick City, praying the passage of
an Act to diminish the cost of the municipality of that city,
by abolishing the Board of Common Council, and reducing
the number of Judges and Clerks of Election and Registrars
of Voters to one-half the number required by law.

Which, was read, and referred to the Committee on Corpora-
tions.

Mr. Sulivane presented the petition of Isaac Pearce, of
Queen Anne's County, for an Act to regulate the distribu-
tion of Isaac Pearce's (deceased) estate, in Kent County.

Which was read, and referred to the Committee on Judi-
cial Proceedings.

Mr. McLane presented the following memorial of the
monthly meeting of the Society of Friends :

To the Senate and House of Delegates

of the State of Maryland,

in General Assembly met:

At Baltimore monthly meeting of the Society of Friends,
held in their meeting-house, on Lombard St , third month,
7th, 1878.

The subject of the settlement of disputes between corpora-
tions and workmen, and masters and workmen, also the
establishment of a Court of Arbitration for the settlement of
questions or controversies arising between merchants, manu-
facturers, &c., was introduced by the reading of the pro-
posed bills, looking to the enactment of laws providing for
this object, now pending in the General Assembly of the
State, and after a careful deliberation npon the subject, it was
agreed as the united sense of the meeting, that the following
Committee of Friends be appointed to present to the General
Assembly, that the Society of Friends have always borne a
testimony in favor of arbitration as a means of settling, not
only questions between our members, in lieu of a resort to
law, but also as to the most proper means for the settlement
of all questions growing out of the complex relations of cap-
ital and labor.

The undersigned would respectfully represent, that this is
one of the ancient and fundamental testimonies of our re-
ligious society.
