name the Government bas thought proper to stigmatize with
the foulest blot of a summary mysterious dismissal, and in
protection of the distinguished memory of his honored sires,
Judge Chase and Commodore Barney, and to secure to him-
self the means of livelihood in his declining years.

Which was read, and referred to the Committee on Fed-
eral Relations.

On motion by Mr. Steiner,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to be entitled an Act to prevent the
disclosure of confidential communications made by patients
to physicians and surgeons,

On motion by Mr. Hepbron,

Leave was granted to Senators Hepbron, Ford and Miller
to introduce a bill to be entitled an Act to change the place
of voting in the Third Election District of Kent County.

On motion by Mr. Stump,

Leave was granted to Senators Stump, Miller and Lee to
introduce a bill to be entitled an Act to appoint an additional
Justice of the Peace for the Third Election District of Har-
ford County.

Mr. McLane moved to reconsider the vote by which the
unfavorable report was adopted, on

House bill entitled an Act to repeal Section 1, of Article
73, Code of Public General Laws, title "Penitentiary," and
to re-enact the same with amendments.

On the question being put,

It was decided in the affirmative, and

On motion by Mr. McLane,
Was recommitted to the Committee on Finance.
Mr. Hill, from a Select Committee, reported favorably,

House bill entitled an Act to repeal Section 53, of Article
16, of the Code of Public Local Laws, entitled "Prince
George's County," under the head of "Collectors," enacted
