Gentlemen of the House of Delegates:

We have received your message, proposing that the
Speaker of the House of Delegates and the President of the
Senate unite in a request to the Governor to issue a commis-
sion to the Hon. James Black Groome, as Senator-elect to the
Congress of the United States; and, also, to issue a commis-
sion to John Milroy, as a Police Commissioner for the City
of Baltimore, and respectfully concur therein.

Delegates.

Mr. Stump submitted the following message:

BY THE SENATE,

Gentlemen of the House of Delegates:

We propose, with the concurrence of your Honorable
Body, that the Standing Committees of the two Houses upon
the subject of Education, shall meet hereafter in joint session.
