572 State Papers and Addresses

In the true spirit of Democracy, we must seek to apportion the sacrifice
equally, so that every group, every individual, bears a proper share.

When all those things for which America stands, the four freedoms, indi-
vidual opportunity, our American mode of life, are threatened as never before,
it behooved everyone of us to make our share of sacrifice. To do less is to fail in
our duty of citizenship is this critical moment. Only if we willingly accept our
full responsibility, gladly make every sacrifice required of us, will we as a Na-
tion achieve the stupendous results in industry, and attain to that national
morale that will lift us to victory.

As civilians, and as leaders in the community, let me say that each one of
you has a definite responsibility to forward in every way possible the comple-
tion of the Civilian Defense organizations in this City and County. This com-
paratively new phase of warfare calls for participation by our people in com-
plete degree. No one can conscientiously feel himself or herself absolved from
the duty to cooperate to the fullest.

Under plans that have been developed by the Maryland Council of Defense,
in conjuction with county and local authorities, there is a place for you and
for everyone in Civilian Defense, whatever your capabilities. The Air Raid
Precaution Service still needs Spotters and Air Raid Wardens. While more
than 2, 000 auxiliary firemen have been enrolled, and more than 5, 000 men and
women of our State have taken First Aid Courses, there are still openings in
both of these phases of activity.

If you drive a car, the Drivers Corps could use you. Nurses are needed,
medical and technical people of almost every description will find their services
women of our State have taken First Aid Courses, there are still openings in
welcomed, and if it happens that you have no other qualification than a desire
to help, there are a number of Civilian Defense functions where the only
requisite is that you be able-bodied and willing to obey orders implicitly.

Each day sees new impetus given these Civilian Defenses preparations.
Within the past two days, training has already been begun, or arrangements
have been completed, for the initiation of an Air Raid Warden School, at Bel
Air, a Plant Protection School in Baltimore and a school for Special Policemen
to be conducted at Pikesville, in conjunction with the State Police.

Students from various counties were reporting today at Bel Air for an
intensive study of Air Raid Warden duty, under the direction of an expert in
such matters who has just completed a course in New York. Graduates of this
school will return to their counties and localities to give to the people there all
the information and guidance supplied them at Bel Air.

The other two schools follow pretty much the same lines. They help to
solve an important problem, however for the question of industrial plant protec-
tion is a most serious one, the solution of which has been definitely laid upon
industry's shoulders.

While Civilian Defense is a development of the last few years, we have had
ample opportunity to learn from the people of England, and we would be foolish,.
indeed, not to use every available, means to impart this valuable experience to
our own people. Briefly, it works through various branches of one supreme
