improvement of business generally. In this connection, it is gratifying to note
that we have underway at this time the largest road building program ever to
be undertaken in the history of our State.

With all this, the necessity for economizing on every side must be con-
stantly borne in mind. With defense costs soaring, it is the obligation of the
State and Local Governments to curtail their expenditures wherever it can be
done without imparing essential governmental functions.

Fortunately, our State Government has been able to reduce taxation.
Under the present program, I am confident that we will be able to reduce Real
Estate and Income Taxes still further, which is what the citizens are entitled
to expect.
