I am also recommending an increase of $1, 240. 00 in the amount allowed for
seasonal assistants.

In order to take care of the additional examiners who will travel, and an
additional sum for the purchase of license tags, predicated upon increased
enrollment, I am recommending an increase of $5, 271. 00 in the expense account.
The total increase to the Department is $41, 050. 00 for 1942 but $3, 000. 00 less
than for 1943. This appropriation does not come out of General Treasury
Funds but from the receipts of the Commissioner's Office.

TRAFFIC COURT

The increase to the Traffic Court is $10, 031. 00 in 1942, $4, 831. 00 in 1943.
The same appropriation is made for salaries, and the entire increase occurs in
the expense account. In 1942, $2, 000. 00 is appropriated for deficiency in the
printing account, and $3, 500. 00 for the purchase of cash registers to exercise
more complete control over the fines collected.

The Department has been severely handicapped by lack of funds for print-
ing forms and it will be necessary to appropriate $2, 000. 00 in addition to the
amount available in 1940 for this purpose.

DEPARTMENT OF MARYLAND STATE POLICE

I have given careful consideration to the requirements of this Department.
Colonel Beverly Ober, the Superintendent, has presented a long-term plan in-
cluding an increase in the force to 350 men. I do not believe the State should
make provision for this number of officers, but I am convinced that an insuffi-
cient number is at present available for highway patrol. I am, therefore,
recommending an increase of thirty-five officers in 1942 and forty more, or a
total increase of seventy-five, in 1943. A total force of 110 is provided for in
the present budget, including the Superintendent and all officers. My recom-
mendation is to increase this force from 110 to 145 in 1942, and to 185 in 1943.

I am also recommending the installation of a teletype system for better
apprehension of violators. This system is designed to coordinate the activities
of the State Police, all County and Municipal Police forces within the State, and
to bring the Maryland Police force into coordination with adjoining States.
To operate this system requires a force of sixteen people for twenty-four hour
service. The salaries of the personnel amount to $24, 247. 00 and the rental of
the teletype equipment of $45, 597. 00, plus an installation charge the first year.
Between the increase of officers and the increase for operation of the teletype
system, a total of 91 persons will be added to the State Police Department
over the next two years.

The increase in the number of officers and the installation and operation of
the teletype require an increase in the budget of the Department of $333, 307. 00
